The Position

This is a part-time, limited duration position.  Persons appointed to limited term positions will be designated as limited duration employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.

The Graphic Designer II performs a wide variety of routine to moderately complex assignments in the graphic design and production of web and printed publications, visual displays, and on-screen presentations; designs and produces logos for publications; and develops and formats print layouts. Graphic Designers II select appropriate methods and styles to best communicate information and ideas and determine cost-effective production methods. Incumbents are responsible for independently coordinating and managing assigned project time lines and completion. Duties include website development, producing graphic images, including drawings, elevations, isometrics, charts, logos, graphs and digital photographs, for use in paper publishing, Power Point presentations or web based applications; designing and preparing freehand graphic sketches, perspectives and cartoons to communicate ideas and concepts pictorially; and consulting with clients to determine project objectives, gathers information and develops design options and specifications, estimates materials, equipment, budget and time schedules to complete projects.
 
The current vacancy is a part-time position in the Portland Bureau of Planning and Sustainability (BPS). The position may also support the needs of other bureaus, and other bureaus may fill vacancies that arise using this hiring list.

BPS specific position:
The ideal candidate has solid technical skills and is creative, artistic, flexible and empathetic. This position will work in a highly collaborative environment, working closely with the broader creative team to understand the bureau's strategic communications and engagement objectives as well as accessibility requirements, and design engaging products to meet those needs -- managing design projects from conceptualization to completion.

Products created by BPS graphic designers are a critical element in engaging all members of the community. We are looking for a designer who is curious  about images and designs that are accessible and welcoming to all Portlanders, especially those underserved by government, and is excited by the opportunity to design the innovative, highly regarded and far-reaching products for which BPS is known.

To Qualify

The following Minimum Qualifications are required for this position:

  1. Experience consulting with clients to determine audience needs and strategic communications objectives, gather information and develop design options and specifications.

  2. Excellent communication and customer service skills; ability to work in a timely respectful and collaborative manner with a variety of internal and external clients, balancing competing demands.

  3. Ability to create designs that are culturally sensitive and remove barriers for community engagement. 

  4. Experience using graphics, design, presentation and desktop publishing software (such as Adobe's Creative Cloud suite of applications) to design and layout large, complex documents for print and web, and for layout and production of visual displays, marketing materials, infographics, illustrations, sketches, visualizations.

  5. Experience creating and designing content for use in web pages and web applications, including social media, using applicable programming languages (HTML, CSS) and web design protocols.

  6. Ability to maintain the bureau's website using applicable content management systems (such as Drupal), including providing dedicated website content creation, editor support, collaboration with sections on website content, help maintain ADA compliance, and recommendations for website improvements and new features.

  7. Ability to manage time and workload against multiple project timelines; estimate materials, equipment, budget and time schedules, and coordinate and schedule print production.
